We are working with NIMA in two main areas:
• Area 1 – Librarian Support Services
• Area 2 – Strategic Support Services
Challenge
Area 1 – Librarian
Support Services
Working with our partners, we are responsible for cataloging and
physically processing the backlog of approximately 15,000 maps and
charts located at the NIMA Bethesda library (“The Library”)
using the Voyager Integrated Library System (ILS)
to input records. We ensure that all bibliographic records must
be in accordance with the NIMA map cataloging guidelines (topographic,
hydrographic or digital).
NIMA Libraries use the Voyager ILS to manage their hardcopy collections.
These collections are accessible to NIMA staff through an online
public access catalog at their desks. The NIMA Libraries have collections
in several sites:
• Washington Navy Yard (WNY);
• Bethesda (BTH);
• Reston (RST);
• St. Louis (STL)
The NIMA Libraries reflect the Mission of NIMA and focus on imagery,
imagery systems, maps, area studies, cartography, geospatial information
and geography. The map and chart collection at BTH focuses on support
to cartographic production (mapping). NIMA Libraries collect information
in both print and non-print formats related to imagery and mapping.
Due to various resource constraints, more maps and charts arrive
at BTH than can be processed and entered into the Voyager ILS. A
backlog of approximately 15,000 maps and charts has accrued. Consequently,
these maps and charts cannot be searched by NIMA users through the
online public catalog.
The purpose of this effort is to create bibliographic metadata
(cataloging) for the backlog of map and chart material in a MARC
format consistent with the NIMA cataloging guidelines for inclusion
in the Voyager ILS.
Solution
We perform the following tasks for this area:

We will process the
backlog of maps and charts at NIMA’s BTH facility (either
Erskine Hall or in a nearby facility) using government supplied
equipment. |

With advice and guidance from the
BTH cataloging staff, the contractor will separate the backlog
into sub collections based on high, medium, or low priority.
High priority items will be processed first. |
| • |
The contractor will provide translation
services for all foreign materials and ASCII transliteration
for input into the Voyager ILS. |
| • |
The contractor will have all maps
and charts processed by trained Library Technicians supervised
by a professional Library Cataloger. Catalog records will be
created according to the appropriate NIMA cataloging guidelines,
whether for topographic maps or hydrographic charts. |

The contractor will have all maps

Prior to saving the new record to
the database, the cataloger will use the Validator tool to identify
and correct any mistakes in the record. |

The contractor will process the
items so that they will be ready to be shelved in the Library
with a barcode label. |

Area 2 – Strategic
Planning Support
Working with our partners, we are providing strategic planning support
in the following areas:

Generally
ensuring the most robust achievement of the technical advancements
in ETDR management’s various strategic planning documents,
including: |
| • |
maturation of the Voyager integrated
library system. |
| • |
maximum feasible proliferation and
efficiency of ETDR’s scanning/printing initiative to include
linking of scanners for the digital passage of files from site
to site. |
| • |
exploring with other ETD and NIMA
organizations the potential for the “NIMA Library”
(ETDR) becoming the point of entry for the accession by any
customer of NIMA information. |
| • |
consolidation and improvement of
ETDR’s web expertise. |
| • |
generally leading ETDR’s advancement
to an all-digital operation. |
2. |
Providing general support to endeavors of division-wide interest,
including: |
| • |
strategic planning. |
| • |
serving as the ETDR referent for
program management expertise. |
| • |
developing productive relationships
with points of contact in other organizations inside and outside
NIMA, especially with a view toward advancing ETDR’s technical
goals. |
| • |
trouble-shooting ETDR business processes
and technology to identify opportunities for improvement. |
| • |
achieving a meaningful and consistent
metrics regime. |
| • |
other staff officer activities,
including completion of action items and pursuing ETDR space
interests. |
